He further said that officers keep on changing but the continuity of the department is maintained by its regular staff members and therefore they play a vital role as the custodian of office records and documents.
He urged the participants to demonstrate higher level vision, ability and honesty while discharging their duties/ functions and cultivate habit of taking clarification.

ITANAGAR, Jul 11: All Papum Pare Youth Association (APPYA) has decided to organize a 6 days long tree plantation cum awareness programme on illegal tree felling, fishing, killing of animals in order to save environment at Balijan circle from July 25.
The Association working under the guidance of state environment and forest department along with various other NGOs said that tree plantation is essential to counter the global warming and rampant deforestation in Arunachal Pradesh. It also advocated for mass awareness to save Mithun in the state.

Govt envisages water supply for all
Itanagar, Jul 11: The Arunachal Pradesh government has proposed providing water supply
to all uncovered habitations by the end of the 12th five-
In addition, the state government has envisaged reaching constant water supply by the 13th plan period.
"My government is expecting to cover all habitations in the state with 24X7 water supplies through household taps and pumps by the end of the 13th plan period," Chief Minister Jarbom Gamlin told a review meeting of the public health engineering and water supply department here today.
The government has also proposed supplying the uncovered habitations with 40 litre per day for each household.
The state is currently providing water supply to 2,598 rural and urban households,
which is 46 per cent of the total habitations. The most challenging aspect would
be providing water supply to 760 habitations in 39 international border blocks for
which the government has made specific request for the Planning Commission's support
on an accelerated basis, Gamlin said."We have impressed upon the Commission that
the financial resources should ideally be provided within the first two years of

Cong leaders, Seva Dal denounce bandh call
ITANAGAR, Jul 11: The Congress leaders of Seppa assembly constituency has opposed the proposed bandh on July 14 being called by three organizations.
While terming the bandh call baseless, the DCC and BCC leaders in a joint statement claimed that alleged illegal appointments made under various departments are under Govt scrutiny. They further said that the organizations trio are interfering in the Govt administrative matter and unnecessarily dragging the name of a respected public figure in this issue for cheap publicity.
The leaders also requested the PCC chief to intervene as the three organizations are ‘trying to tarnish the image of Minister Atum Welly in particular and Govt as a whole.’ They believed that these organizations are being instigated by few vested interest people and thereby demanded enquiry into it.
Arunachal Pradesh Congress Seva Dal(APCSD) has opposed the bandh call issued by three organizations calling for resignation of health minister Atum Welly on 14th of this month. APCSD questioned how organization can demand resignation of health minister on fictitious corruption charges which are yet to be proved.
Further Seva Dal stated that bandh call do not serve interest of any one and hamper developmental activities including harassing the ordinary citizens.

SLF demands removal of minister, CIC
ITANAGAR, Jul 11: Sango Lamte Foundation (SLF) has appealed to the state Governor to advise the chief minister for removal of health and family welfare minister in connection with Itanagar PS case No 72/2011 U/S 468/471 IPC in order the uphold democratic tradition and protect the sanctity of the Constitution of India.
The Foundation chairman and other office bearers in a letter to Governor claimed that police indicted him in an affidavit filed before the Gauhati High Court Permanent Bench, Itanagar in connection with the case and a prima facie is being established against them for a culpability of crime being committed. The Foundation also appealed the Governor to advise the present CIC to step down in the same case.
The Foundation further alleged that the judicial magistrate, Naharlagun turned a blind eye and granted bail to one Sanjeev Tana, main accused in exclusive material planting case ‘under duress and political pressure from the higher ups’.
APPDSU calls for proper implementation of RTE
ITANAGAR, Jul 11: All Papum Pare District Students’ Union (APPDSU) has appealed to the school managing committees of various schools of Papum Pare district to implement the rules under RTE and take step for improvement of school infrastructure and posting of adequate teachers in schools for quality education.
As the admission process is going on for the new academic session, the school authorities should take all steps for sufficient school infrastructure with adequate number of teachers for improved and quality education besides the solution to boundary problem, the union said.
The Union also called upon the school authorities of the capital region not to put any restriction in admission process. It said that the students of the Papum Pare have right to get admission in any of the schools in the district.
World Population Day Observed At Roing
ROING, Jul 11: World Population Day was observed with the theme ‘Small Family Over all Development” at Roing today.
An awareness campaign was organized by the Health & Family welfare department at Auditorium, VKV Roing to commemorate the day in which students from various schools, teachers, public and panchayat leaders, officers and ASHAs attended.
Attending the programme as chief guest, the Lower Dibang Valley deputy commissioner Garima Gupta emphasized on small family and also discouraged early marriage which is very predominant among the people of the region citing that early marriage is one of the main reasons for high maternal deaths. Expressing gladness to see huge number of children participating in the programme, she exhorted them to actively participate in such kind of awareness campaign saying that an educated children can become an educated youth and good adult to make a healthy nation.
Veenu Bansal, Superintendent of police chairing over the programme called upon each one to take pledge on this day to become a responsible citizen for creating a crime free and peaceful society which is important for making a good future. He also said that the population is an important asset of the nation if one could provide good and proper education to all.
Highlighting the aims and objectives behind the observation of the day, Dr A Yirang, District Medical Officer informed that this very day was declared as World Population Day on July 11, 1989 with a view to create awareness on various issues like population explosion, family planning, gender problem, maternal health, human rights, etc. He also informed that with the present fertility rate of 2.7, India will out number the population of China by the year 2040, if no proper family planning methods are adopted. He also highlighted various advantages of small family which are proper food and care to the children, love and affection among the children, proper education to the children and better productive adult which will ultimately lead to peaceful family, peaceful society, peaceful community to live and ultimately a peaceful nation thereby producing congenial atmosphere for all round development of the country.
Dr Ista Pulu, Senior Gynaecologist cum Medical Superintendent, District Hospital Roing dealt at length on Reproductive Tract Infection (RTI), Sexually Transmitted Infection (STI) and HIV/AIDS and Dr N Yirang, Child Specialist cum District Vector Borne Disease Control Officer (DVBDCO) spoke on Adolescent Health through power point presentation. SHGs sensitized on Rural Bank linkage
Taliha, Jul 11: The Itanagar Diocesan Empowerment Association (IDEA) conducted a one day awareness programme for SHGs on bank linkage and book keeping at Taliha village, Siyum yesterday in collaboration with Rural Bank, Daporijo supported by KFB Austria.
Speaking on the occasion, Sr. Francia SD, IDEA Area Coordinator, said that the purpose of this awareness programme was to conscientise the SHG groups on bank linkage, book keeping. She thanked the dignitaries especially Tamok Gammeng Bank Manager, Rural Bank, Daporijo and all the others for their partnership and collaboration with IDEA.
Fr. Shinson Sebastian SAC, Asst. Parish Priest, Siyum who was the chief guest, said that the awareness programme has enabled the SHGs to have a broader perspective on bank related matters. He lauded the transformational impact of various programmes of IDEA in different districts of Arunachal Pradesh. He also spoke about the importance of book keeping. He encouraged the group members to work for the society and strengthen themselves economically.
Tamok Gammeng said that IDEA has created a platform for growth of the SHGs. He also highlighted the role of SHGs on bank linkage and various avenues available to them in the rural banks. He expressed his readiness to help the villagers at any moment.
Niranjan Banik Asst. Manager, Rural Bank, Daporijo, also spoke on the occasion and clarified the doubts of the participants and encouraged the SHG members to build up good relationship with the bank.

ITANAGAR, July 11: The Bomdila Forest Division observed the 62nd Van Mahotsav during the first week of July by organizing mass tree plantation in Bomdila township and its adjacent areas.
One thousand seedling were planted in the RR hills, 200 in the premises of New Monastery Dirang, 700 in Nafra town and another 1000 seedlings in the Thrizino town. Moreover, 1600 seedlings were distributed among government offices, schools and individuals in Bomdila Town,
The department was assisted by the youths of All West Kameng Youth Association in the tree plantation programme.
The practice of celebrating Vanmahotsav (festival of forests) was first started in 1950 by Late K.M Munshi, the then Union Minister for Agriculture to create enthusiasm among the common people for conservation and planting trees.
Van Mahotsav was also observed at Wakro today.
Speaking on the occasion, Range Forest Officer Jivan Kumar Saikia exhorted one and all to check natural calamities like soil erosion, landslide, flood by planting more and more trees and protect forest resources from excessive exploitation. He said that the main purpose of observing Van Mahotsav is to create awareness among people, school children and Voluntary Organizations on the importance of making a greener nation and greener planet earth by planting trees and protecting our forests, flora and fauna.
He further informed that the Namsai Forest Division is putting all out efforts on these lines. He also announced to conduct an Essay writing competition with cash awards on behalf of DFO Namsai FD,on the theme ‘ Forests for People”.

The exorbitant B.Ed fees
Dear Editor,
I would like to share some of my views regarding B.Ed colleges mushrooming in our state. With no option left after graduation or post graduation the students opts for B.Ed by paying more than Rs.65,000 in private B.Ed colleges of our state. After paying hefty amounts for B.Ed is it guaranteed that the person will get regular AT,JT and ST in future? Are there any regulating authorities to check the exorbitant rise of fees for B.Ed in private colleges of our state? Is it affiliated with National Council For Teachers Education (NCTE).
If we go through other states where there is less scopes for teaching jobs in Govt. sector like Uttar Pradesh, Orissa, West Bengal etc. the fees for B.Ed is just Rs.3000 to 12000.With the regularisation of SSA Teachers there is a less chance of conducting interview for the post of AT's and JT's especially for the Arts subjects. So, the B.Ed holders has no scopes in Govt. sectors of our state other than private sectors where salary is just Rs.2000 to 3000.The private schools of our state should also follow the CBSE norms or guidelines for the teachers payment. Govt. should issue guidelines for the teachers and should strictly punish who does not adhere to it. Otherwise the B.Ed Degree has no value in our Govt. sector dominated state.
Lastly it is my sincere request to AAPSU and other students unions to raise the voice for the poor students and it is also my request to Jarbom Gamlin led Govt. to check the exorbitant fees of B.Ed colleges and to issue guidelines for the payment of private school teachers so that the poor students can aim for a teaching job.

Did they change the rules?
Dear Editor,
I would like to draw the kind attention of the Rajiv Gandhi University towards the withheld result where many candidates including me are victims. My result has been withheld for being absent in house test exam whereas I am a late collegian of B A IInd year (pass) from Govt College Bomdila. In my knowledge, there is no provision to appear house test exam under the university guidelines for late and private candidates. Even then the results are withheld for not appearing in house test exam. Has the university authority changed the rules making it compulsory for private and late candidates to appear in house test? If the rules are changed then why it was not intimated properly to all the colleges ?
When I asked the authorities concerned of Rajiv Gandhi university as to why my results were withheld, the reply comes: This is not our problem, ask your concern college principal. Again when I contacted the principal of Govt College Bomdila, he said that he has no any authority to deal with the students result and it is the responsibility of university.
I once again requested the university authority to declare my results as delay in declaration of result may lead to lose of an academic year.

Bad roads
Dear Editor,
The road condition of the Bage tinali to Doimukh is in very severe condition. The road was renovated last winter even then durability of road is very short. This is all due to poor specification and poor knowledge. If an engineer can't guide labours on road construction then how are they going to be an in charge of mega projects? Any way hats off to Doimukh PWD division for their superb effort.

This is regards to the recent announcement of bandh call. We really wonder what to do what not to do to avoid this frequents ban calls. Annoyed public are sick of these so called organizations demanding on every little issue and try to mend it like they are doing the noble work. Whatever your demand is or will be, please do not harass the common public by calling bandhs. We will really appreciate if it is hunger strike or other means of asking for fulfillment of your demand. By doing so your voice may be ignored by the govt but it will definitely reach us. Your good deeds should be for the people not against the people. so out of my agony I like to request stop calling ban calls.

Concerns of citizens
Dear Editor,
Aalo, one of the oldest and well known district headquarters which produced so many bureaucrat, technocrats, litterateurs and politicians is in the news for wrong reason. The recent Aalo imbroglio shows immaturity of politicians, bureaucrats and public. The problem could have been handled better had it been dealt with proper way keeping aside their ego. Ego of politicians, DC and public brought the whole district into such an embarrassing position which we never encountered earlier. Although there are so called peace committees but its credibility is also in question as it is believed that they are party to the one party.
Everybody believe that at least DC should have been spared from physical assault but there is some circumstance when one loss its tolerance capacity and become unlawful and draw all kinds criticism from all section and corner of the society.
Ever since respected Amjad Tak joined as Deputy Commissioner Aalo, he has been in the news for wrong reasons only except his Gold medal achievement.
As a concerned citizen we should neither support corrupt bureaucrat whatsoever he may be nor public who take law into his hand as it lead chaos in the country.
Therefore it will be not wise on our part to criticize and support any party rather we should try to refine our system.

We can’t let it go
Dear Editor,
I would like to give few clarifications regarding the current fiasco which has engulfed everyone in the State.
Some of the readers may find my opinion in bitter taste but nobody is above the community and after that comes organization and then comes individual.
First and foremost, ANSU stands for welfare of entire Nyishi community and students’ community of Nyishi in particular. When person like Pradeep Thakur write bad against the community, ANSU can’t maintain stoic silence and let it go as it is.
Some of the concern citizens have expressed their ire over the movement of ANSU, which we take it with pinch of salt. The writers have little or no knowledge at all on the issue. Before commenting on sensitive issue of high magnitude such as the present one, the writer ought to have complete knowledge on the issue. Their careless comment and opinion may aggravate the matter to worst.
ANSU is a matured organization and do not subscribe to frequent bandh culture in the State but when all options are locked by the authorities, the Union is left with no option but to resort to bandh in order to get justice.
This is very painful to observe that some people with vested interest and ulterior motive are trying to tarnish the image and glory of ANSU in order to divert the main issue. As in other community, there are black sheep in our community too who would go to any extent to achieve their purpose. However, we draw satisfaction from the fact that 99% of the Nyishi community is supporting our movement against the injustice meted out to us.
The concern citizen can write and question the leadership quality of executive members but they cannot question the integrity of the ANSU as an institution. ANSU has solid foundation behind it ever since it started. Hence, I urge all not to attempt to tarnish the image of ANSU as we will not tolerate any kind of destructive criticism. Constructive opinions and suggestion can be exchanged for greater interest of the community and state as a whole.
Let me clarify once again, we are not against the State Government. Our demand is; to arrest Pradeep Thakur for his derogatory remark and revelation of source. We need support and cooperation from everyone at this juncture. We are not against any tribe either. We know that all tribal people of Arunachal have same origin and down the line by insulting Nyishi, Pradeep Thakur has insulted every Arunachalee. We need support and love of every Arunachalee at this hour.
